The New Constitution of the Republic of Kazakhstan: 2026 Referendum

On March 12, 2026, the Department of Physiology, the course of Pathologic Physiology, held a panel discussion dedicated to discussing the draft of the New Constitution of the Republic of Kazakhstan. The panel discussion was organized by professors of the department, Doctor of Medical Sciences S.B. Zhautikova, and Candidate of Medical Sciences F.S. Abikenova. Students fr om groups 3-039 and 3-045, in specialty “Medicine,” took part in the event. Professor of the department, Doctor of Medical Sciences, Saule Bazarbayevna Zhautikova, noted the importance of participating in the referendum dedicated to the adoption of the New Constitution of the Republic of Kazakhstan. Attention was focused on Articles 32 and 33 of the Constitutional Draft, which guarantee the right of citizens of the Republic of Kazakhstan to receive free medical care, as established by law, and secondary education in public educational institutions. Attention was also drawn to the fact that elementary and basic secondary education in the Republic of Kazakhstan is compulsory.As part of the panel discussion, presentations were given on the topic of “The New Constitution of the Republic of Kazakhstan: 2026 Referendum,” prepared by students, Mereyli Nauryzbai (group 3-039) and Ayaulym Issina (group 3-045). It was noted that the adoption of the Constitution is planned through a nationwide referendum, which ensures citizens’ participation in making crucial state decisions. The main goal of the proposed changes is to renew the political system, strengthen the role of citizens in social life, and implement institutional reforms.
In their speeches, the students highlighted the key provisions of the Constitutional Draft. It was noted that the Constitution is the fundamental law of the state, which defines the rights and freedoms of citizens, as well as establishes the structure and principles of the functioning of state authority.
The draft of the New Constitution of 2026 proposes the renewal of about 84% of its provisions; the introduction of new chapters and sections is envisaged, including one on the “Халық Кеңесі” (People's Council), a platform wh ere citizens can suggest ideas and participate in the discussion of draft laws. The procedure for making amendments to the Fundamental Law has also been clarified. According to the draft, the Constitution will consist of 11 chapters and 96 articles. The presentations reviewed the stages of preparing the Constitutional Draft: the advancement of proposals by the President, the work of special working groups, the activities of the Constitutional Commission, and the subsequent publication of the draft for public debate. It was emphasized that the Constitution has supreme legal force throughout the entire territory of the country and is the foundation of the state's legal system. An important principle remains state sovereignty, according to which Kazakhstan independently makes key political decisions. It was also noted that the Republic of Kazakhstan develops international cooperation while simultaneously protecting its national interests. The state adheres to the principles of peaceful foreign policy and diplomacy.
During the round table, students actively participated in discussing the presented topics, asked questions, and expressed their own opinions. At the conclusion of the event, a test was conducted, the results of which showed a high level of material comprehension. The participants demonstrated a good understanding of the main provisions of the New Constitutional Draft, its significance for the development of the state, and the importance of citizens’ participation in making social and political decisions. The panel discussion contributed to increasing students' knowledge of the constitutional development of the Republic of Kazakhstan and the formation of active civic activities.
